That is a nitrous oxide cream dispenser, used in professional settings like bars and catering services. Basically you fill it part way with whipping cream, put an N2O canister into the back to charge it, give it a good shake to mix the gases into the cream, and then you can pull the trigger under the spout to squirt out perfectly fluffy cream foam.

This makes me really sad and I'm not sure why, getting older is sad to me now I guess, love my brain :/

Or, the implication here, you don't put anything in it but the canister so it's basically just a dispenser for N2O, and use it for huffing.
