This is a pretty interesting mix of concepts I haven't seen. I never would have thought to give Tails basically Doc Oc arms. But now that I see it; I must say it looks quite nice.

Tails definitely is capable of inventing such a contraption. Probably got tired of being called weak. (wait that’s infinite). Uhhh probably made this to help him in his workshop, lifting heavy machinery and repairing the tornado easier. Doc Oc did have that inhibitor chip to control the arms AI and it seems like it took over tails. Just a quick idea I had to quickly draw out.

It doesn’t seem to be, since those are mechanical arms coming from the weird vest thing Tails is wearing, and not the controllable blood legs he had in “Where was my Hero?”
