The leakers have explicitly said you'll meet the Legendaries at the start, but won't be able to catch/use them in battle until the endgame portion of the game, as always. Cyclizar is the pokémon that get sent through time to become the paradox form of Koraidon/Miraidon (which likely explains the Legends' desire to be your bikemon, it WAS a bikemon that changed through time-fuckery).

Makes sense. I mean using the Legendaries at the start of the game? That's just flat out cheating.
