Ninetails used shield... Well I hope it's PP holds up for the whole storm. How would that work in non-battle. Would the ninetails have to keep using it over and over? How long would each application last? Pokémon stops making sense rather quickly the more you think about it...

In battle, because of the stress that is put on both their bodies and minds, the skill cannot be used for very long. It doesn't need to last but the length of the battle, so the energy output is much higher. In an everyday situation, that stress is many times lower and the body can regulate energy output much more efficiently, therefore she can indeed use Shield throughout the storm.

Also: Moves used outside of battles don't consume PP.

You are cursed for a thousand years if you REMOVE one of ninetails' tails, not just touch them! =]

It's implied that the ninetales's curse not caused by touching the tail, but the ninetails intentionally inflicting the curse on the person that grabbed it's tail because they had the audacity to do so.

Here is a simple answer: If you can use Rock Smash on a lot of rocks (more than 15 rocks(RckSmsh has 15PP)...then there you go.
