in the manga "monster" have recently outed themsleves to the world and the guy was (accidently) assigned to watch over the snake girl as part of a sort of exchange program the catch being if he tries and 'funny stuff' he'll go to jail for the rest of his life and snake girl is rather overly currous. at least thats what i can tell from what i read of it. so in this scene he's worried that one of the goverment people keeping an eye on him will see him like this and get the wrong idea
