At the end of the video, the cats are doing “Yumomi”.
Yumomi is a unique culture in Kusatsu onsen, a famous hot spring in Japan.
In Kusatsu, people shake the hot spring with the board to lower its temperature because It is too hot for bathing without doing it.

How does it cool down the water?

The surface water is exposed to the cool air in the room, because the hot water exchanges thermals with cool air, the surface water temperature is always lower than the deep layer of water. Stirring the water mixes the relatively "cold" surface water with the hot deep water, thus lowering the overall temperature of the hot spring pool.
