A pikachu got captured, debated whether to shock his capture, then stich ???? Then he wants to...? Idek

I think stitch is part of one of the experiments on the facility, judging by the fourth panel pikachu can't use his eletricity.

I think on the last panel he is trying to shock but is unable to, sometimes words help.

My thoughts of it;
Forth panel he's thinking: Did I hit my head?
In the last one he wants to electrocute them but is unable

My guess is that the Stitch panel is a kind of TV show transition kind of thing.

Chopper is supposed to be between the ages of 16 and 18 depending on the time skip, so he's not exactly cub.
