speaking as a stoner, this is a round bottom bong (actually its a bubble with a flat bottom.. whoops) with a peculator and 90 degree stem for a dab nail (you can also use a regular bowl)

I own something very similar just without the stylised rings (Which is pretty common with hobbyists glass just gives it extra flair so it stands out in the market, but its super inconvenient to hold)
