    all three (anime games and manga) share different cannons

    and the games spilt off too.

    (they still use the flame as charmanders life force in the modern games)

    if you read the original text it says
    "The flame on its tail shows the strength of its life force. If it is weak, the flame also burns weakly."
    though another later on says
    "From the time it is born, a flame burns at the tip of its tail. Its life would end if the flame were to go out."

    both have been used several times, but with the addition of
    "If it's healthy, the flame on the tip of its tail will burn vigorously, even if it gets a bit wet." in crystal

    so, basically, the fire is an indication, like a "check engine" light, and getting it wet or similar won't do anything, so it can be assumed to burn underwater, like an acetylene torch. It can also be assumed that any other situation that would put it out, would likely kill the pokemon first, via drowning, asphyxiation, nitrogen narcosis, etc.
