I think it's just that most people probably don't find her that attractive, not to mention that the lack of a definite personality on top of that is seriously hurting her pornability.

But the iconism you mention may also be a factor. Minnie Mouse (and the rest of that cast) are so ingrained in so many of our childhood memories that they seem almost like siblings, which innately prevents attraction from building. Er, at least, that's my theory.
